Pangasinan State University has completed the procurement and distribution of new Information and Communication Technology, laboratory, and state-of-the-art Audio-Visual equipment to Bayambang, Asingan, Alaminos, San Carlos, and Urdaneta campuses. The project, led by University President Dr. Elbert M. Galas with Dr. Renato E. Salcedo as BAC Chairman, Mr. Noli Mirador as Director of Procurement Services, and Mr. John F. Quinto as Director of Supply Management, was implemented to modernize learning facilities and give all PSUnians equal access to digital tools for instruction and research.
The initiative is part of the university’s push to upgrade its academic infrastructure for a digital-first education environment. Officials said the new equipment will enhance multimedia instruction, improve virtual learning, and provide students in technical and science programs with hands-on training aligned with industry standards.
Dr. Galas spearheaded the program to ensure that all campuses receive the same level of modern facilities to support innovative teaching and research. He emphasized that the investment reflects the university’s commitment to delivering world-class and equitable education across the PSU system.
The procurement process was managed by the Bids and Awards Committee chaired by Dr. Salcedo, Vice President for Local and International Affairs. Under his leadership, the BAC conducted transparent and competitive bidding in full compliance with government procurement laws.
Following the bidding and awarding, Mr. Mirador and the Procurement Services Office handled the sourcing and purchasing of equipment. His team coordinated with suppliers to acquire high-quality and durable ICT, AV, and laboratory machineries that matched the specific academic requirements of each college.
Once delivered to the central warehouse, Mr. Quinto and the Supply Management Office oversaw the inventory, safe transport, documentation, and turnover of equipment to campus administrators and laboratory custodians. The distribution was completed across all five target campuses.
With the successful rollout, the university expects better lecture recordings, more effective audio-visual presentations, and upgraded laboratories that will prepare students for the demands of today’s industries.
