To seal the partnership between Pangasinan State University and the community of Tuliao, Sta. Barbara, Pangasinan, a signing of Memorandum of Agreement (MOA) was conducted last April 12, 2021. A simple program was attended by thirty-five (35) representatives and delegates of Tuliao National High School (TNHS) and Tuliao Barangay Council headed by the Principal Mr. Danny S. Agustin and Barangay Captain Soledad T. Bustillo. The President of Parents and Teachers Association was also present as representative of parents of students of TNHS. A delegation of 10 campus officials and faculty of PSU Urdaneta Campus headed by Campus Executive Director Dr. Honorio L. Cascolan and Dean of College of Computing Dr. Frederick F. Patacsil facilitated the MOA signing ceremony.
This MOA signing is the beginning of realization of the initial talks of partnership last March 26, 2021. The program started by prayer and singing of national anthem. It was opened by a welcome message by Principal Danny S. Agustin and thanked PSU for the privilege of receiving extension services from PSU Urdaneta City. A message from the PSU Urdaneta Campus Executive Director Dr. Honorio L. Cascolan followed, expressing hope that the partnership will bring significant impact and good results to the school and the community.
After the messages, a discussion on the contents of MOA was facilitated by Mr. Emmerson Ramir M. Espana. The roles of each party was elaborated and explained in detail during the open forum. List of possible activities and tentative dates was also mentioned. After the MOA was finalized, multiple copies were signed by the three parties involved. It was signed by Barangay Captain Soledad T. Bustillo, representative of Tuliao Barangay Council and Mr. Danny S. Agustin, Principal of Tuliao National High School. Although Dr. Dexter R. Buted was not present during the MOA signing, PSU Urdaneta CED Dr. Honorio L. Cascolan, College of Computing Dean Frederick F. Patacsil, Chairs Jennifer M. Parrone and Michael E. Acosta, TNHS PTA President Maricel M. Delos Santos, TNHS Head Teacher III Rebeca R. Cerezo and TNHS MT II Engr. Alexander A. Gabiola signed as witnesses. A traditional picture taking took place after MOA signing for documentation purposes.
Wearing of face mask and face shield and other health protocols were observed in conducting the activity, with minimum physical contacts to the point that no customary handshakes after MOA signing was done.
